William "Billy" Lloyd Waters, Sr.
February 5, 1938 – December 20, 2025

William "Billy" Lloyd Waters, Sr., 87, of Roper, died peacefully, Saturday, December 20, 2025, at his son's residence.

Billy was born in Washington County, February 5, 1938, to the late Clarence H. Waters and Pearl Hardison. He was married to Carol June Windom Waters, who preceded him in death.

Billy was a member of the Church of the Nazarene, where he was a former Board member. He worked and retired from Weyerhaeuser Corporation as a welder. Served as county commissioner for Washington County. Billy was a member of the Albemarle Hunting Club and Gideons International.

A funeral service will be held at 2:00 p.m. on Tuesday, December 23, 2025, at the Church of the Nazarene. Burial will follow at Hillside Memorial Gardens.

Surviving is a son, William L. "Bill" Waters and wife Beth of Roper; three granddaughters, Paula Rountree, Hailie Waters, and Darby Waters; Karen Kelsey and husband, Jim of Delta, OH, whom he loved as a daughter, and Godchildren, Anthony Kelsey and wife, Jessica and Allison McPherson and husband, Mikey both of Columbus, OH; a brother, Clarence Wayne Waters and wife, Wanda of Roper.

A visitation will be held from 6:00 p.m. to 8:00 p.m., Monday, December 22, 2025, at the Church of the Nazarene.
